Trowbridge ‘nightmare neighbour’ given ASBO-like court order

A Trowbridge ‘nightmare neighbour’ has been given an ASBO-like court order.

Marcella Higgins, 38, was issued a Community Protection Notice back in October last year following reports of anti-social behaviour at her address in Lamplighters Walk.

Despite the Notice, she continued to breach it repeatedly – resulting in a Criminal Behaviour Order (similar to an ASBO) being imposed by Salisbury Magistrates Court on 17 July.

Wiltshire Police worked closely with the Public Protection Department at Wiltshire Council as well as Aster Housing Group to secure to court order.

It prohibits Higgins from “playing music at excessive or unreasonable noise levels so that neighbours are disturbed, and shouting that is likely to cause distress or unreasonable disturbance to those living nearby”.

PC Charly Chilton said: “Higgins has been causing misery for her neighbours for some time now, and despite being given a CPN last year, this was clearly not enough of a deterrent and her disruptive and anti-social behaviour has continued.

“If she is found to have breached the CBO, she will now be committing a criminal offence and could be fined or sent to prison.

“Consistent anti-social behaviour can have a really negative effect on a neighbourhood and will not be tolerated. In this instance, we have worked closely with our partner agencies to deal with Higgins’ behaviour.
