22 Wiltshire residents appear in court over unpaid coronavirus lockdown fines

22 people have appeared in court over hundreds of pounds of unpaid coronavirus lockdown fines issued by Wiltshire Police during the first emergency period.

The cases were heard at Swindon Magistrates’ Court on 24 November, with some of the defendants being dealt with for multiple offences during the first lockdown.

Muhanad Abdulraheen, 18, of Kingsbury Square, Melksham: On 11 April 2020, the defendant was given a fixed penalty notice (FPN) in Little Englands, Chippenham, where he was found to be outside of the place in which he was living during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, he was fined £60.00 and a collection order was made.

Mohamed Benchiba, 39, of Downside Park, Trowbridge: On 6 April 2020, the defendant was given a fixed penalty notice (FPN) in Biss Meadow Country Park, where he was found to be participating in a gathering of more than two people during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, he was fined £60, ordered to pay costs of £85.00, a surcharge to fund victim services of £32.00 and a collection order was made.

James Coffey, 43, of Wentloog Road, Cardiff: On 10 April 2020, the defendant was given a fixed penalty notice (FPN) on the A429, Chippenham, where he was found to be outside of the place in which he was living during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, he was fined £220.00, ordered to pay costs of £85.00, a surcharge to fund victim services of £32.00 and a collection order was made.

Samantha Franklin, 34, of Penhill Drive, Swindon: On 16 April 2020, the defendant was given a fixed penalty notice (FPN) at The Deers Leap public house, Swindon, where she was found to be outside of the place in which she was living during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, she was fined £83.00, ordered to pay costs of £85.00, a surcharge to fund victim services of £34.00 and a collection order was made.

Steven Morton, 41, of Penhill Drive, Swindon: On 16 April 2020, the defendant was given a fixed penalty notice (FPN) at The Deers Leap public house, Swindon, where he was found to be outside of the place in which he was living during the coronavirus lockdown without reasonable excuse. Zander Hawkins, 18, of North Cote, Calne: On 11 April 2020, the defendant was given a fixed penalty notice (FPN) at South Farm, Calstone Wellington, where he was found to be participating in a gathering of more than two people during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, he was fined £120.00, ordered to pay costs of £85.00, a surcharge to fund victim services of £32.00 and a collection order was made.

Kieren Kellett, 24, of Trenchard Avenue, Corsham: On 11 April 2020, the defendant was given a fixed penalty notice (FPN) at South Farm, Calstone Wellington, where he was found to be participating in a gathering of more than two people during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, he was fined £60.00, ordered to pay costs of £85.00, a surcharge to fund victim services of £34.00 and a collection order was made.

Kelly Parker, 42, of Randalls Croft Road, Salisbury: On 16 April 2020, the defendant was given a fixed penalty notice (FPN) in Culver Street car park, Salisbury, where she was found to be participating in a gathering of more than two people during the coronavirus lockdown without reasonable excuse. After failing to pay the FPN, she was fined £220.00, ordered to pay costs of £85.00, a surcharge to fund victim services of £34.00 and a collection order was made.
